WHEREAS, Title I of P.L. 104-333 (Trust Act) authorizes the Presidio Trust to lease real property at the Presidio; and
WHEREAS, pursuant to this authority, the Presidio Trust proposed to ground lease 23 acres within the Letterman Complex at the Presidio by issuing a Request for Qualifications and later a Request for Proposals; and
WHEREAS, the Presidio Trust issued a draft supplemental environmental impact statement and planning guidelines for the Letterman Complex project (Draft SEIS), identified a preferred alternative under the Draft SEIS, and issued a final environmental impact statement and planning guidelines for the Letterman Complex project (FEIS); and
WHEREAS, based upon a thorough analysis of the alternatives and their potential environmental consequences, consideration of all public and agency comments received during the National Environmental Policy Act process, and in consideration of the mandates of the Trust Act together with the plan set out in the General Management Plan Amendment for the Presidio, Presidio Trust staff and the Presidio Trust Board of Directors Real Estate Committee have recommended that the Presidio Trust Board of Directors adopt for implementation Alternative 5, the "Digital Arts Center," as the development alternative under the FEIS for the 23-acre site at the Letterman Complex; and
WHEREAS, the Presidio Trust has prepared a Record of Decision that has been considered and reviewed by the Board documenting the decision and rationale for selecting the Digital Arts Center as the proposed development alternative for the site;
NOW, THEREFORE, BE IT RESOLVED, that the Presidio Trust Board of Directors hereby approves the recommendation of the Presidio Trust Board of Directors Real Estate Committee and authorizes the Executive Director to finalize, approve and execute the Record of Decision.
