RESOLUTION 01-04
FINDING OF NO
SIGNIFICANT IMPACT –
WHEREAS, Title I of P.L. 104-333 authorizes the Presidio Trust to manage, maintain and improve the property within the Presidio under its administrative jurisdiction; and
WHEREAS, the National Park Service, in cooperation with the Presidio Trust, has developed a Vegetation Management Plan (VMP) for The Presidio of San Francisco; and
WHEREAS, the National
Environmental Policy Act, 42 U.S.C. §4321 et seq. and regulations promulgated
thereunder, 40 C. F. R. Part 1500 (NEPA), require the Presidio Trust to
undertake an environmental review of each of its major federal actions that may
significantly affect the quality of the human environment; and
WHEREAS, the National Park Service, as lead agency for purposes of the NEPA, in cooperation with the Presidio Trust, is preparing an Environmental Assessment (EA) of the VMP; and
WHEREAS, Presidio Trust staff, in compliance with the Presidio Trust’s obligations under the NEPA, have evaluated the environmental issues and have verified the scope and content of the EA; and
WHEREAS, Presidio Trust staff have recommended that the Presidio Trust Board of Directors determine that this EA meets the standards for an adequate EA under the Trust’s NEPA regulations and therefore on the basis of this EA the Trust is not required to prepare a separate EA or an environmental impact statement for the VMP;
NOW, THEREFORE, BE IT
RESOLVED, that the Presidio Trust Board of Directors hereby adopts the staff
recommendation and authorizes the Executive Director to work with the National
Park Service to finalize an EA and to prepare, approve and execute on behalf of
the Trust a Finding of No Significant Impact for the VMP, consistent with this
resolution.
